Zakat is meant for individuals facing financial struggles, regardless of their ability to work. If a person can work but still cannot meet their basic needs, they may qualify for Zakat.
Some people might have the ability to work but face barriers such as illness, lack of opportunities, or low wages. In such cases, they may still be eligible to receive Zakat.
If Zakat is used to fund a project—such as building a water well—the well must be owned by those in need, not by a general organization or entity. The direct beneficiaries must be eligible to receive Zakat.
The purpose of Zakat is to uplift and support those who are struggling financially. If a person has the means to earn but is genuinely unable to sustain themselves, helping them with Zakat is permissible.
If the water well is handed over to the ownership of those who will use it—and they qualify for Zakat—then giving Zakat in this manner is valid.
